今なお、各地で多くの紛争が続くアジア太平洋地域。特に、9.11以降、国連を無視してアフガニスタンやイラクを攻撃した超大国アメリカの動きに、多くの国が影響を受けています。そして、各国では米軍基地の存在が社会問題になっています。一方で、平和を願う市民の動きが、国境を越えて、さざなみのように広がっています。
このセッションでは、市民活動と「みどり」の視点から、平和をどのように築いていくのかを考えます。

Human security and peace-making from the Green perspective
The Asia Pacific Region has various unresolved regional conflicts. On top of that, especially after 9.11, many countries are more or less affected by the unilateral move of the US, ignoring the UN and attacking Afghanistan and Iraq. The US military presence has much to do with this phenomenon, while the military presence itself is also causing various social problems. There is one hope - the peace loving civil society does exist and is spreading across the boarder. Here in this session, we would like to discuss how to build peace in the region, from the viewpoint of civil society and the Greens.

アジア太平洋地域の気候変動とみどりの政策
海面上昇による国土の消失、巨大台風、洪水の多発、砂漠の拡大、食料危機・・・人類、生物の存亡の危機とも言われている気候変動について、一刻も早い対策が急がれます。2005年2月16日の京都議定書発効は、気候変動に対する世界的な取組みのためのルールが条約として成立する歴史的な日です。と同時に、各国が具体的な政策や国際協調を実行し始める日でもあります。
セッションでは、アジア太平洋各国・地域の異常気象の現状や政策を情報共有し、地域相互の連携によって成し遂げられるべき気候変動対策を「みどり」の視点から検討します。

Climate Change: Experiences of Each Country and Green Policies as Alternatives
Extinction of land with sea level rise, huge typhoon, many floods, spreading desert, food shortage・・・ Human does not have a moment spare to work out policy against Climate Change which is the crisis for sustain of human race and life. The day of 16th February is a historical date, because The Kyoto protocol is coming into force as the treaty on world’s first international agreement of policy to Climate Change. At the same time, it is the day, the start of concrete policy and international cooperation.
In this cession, we will share the actual situation about abnormal weather and policy in Asia Pacific area as “Experiences”. And will discuss policy which should be achieved by the Asia Pacific solidarity, from a point of “GREEN” view as “Alternatives“.

アジア太平洋地域の多様性と人権問題
環境問題や平和問題の解決のためには、人権問題の解決、民主的な手続きの確保が必要です。しかし、単純な多数決にもとづく「民主主義」では、少数者や政治的弱者が、政治的な発言力をもてない状況になります。このセッションでは、少数者や政治的弱者が、どういう風に政策決定に影響を及ぼしてきたのか、どういう風に世論を動かしてきたのかについて、各国の取り組みやアイディアを情報交換します。各国の取り組みを発表してもらった後に、同じ手段を他の運動でも使えないか、一緒にできることはないか、多様性を認め合う「文化」とはどういったものなのか、といったことについて、討議を行います。

The challenge of diversity in the Asia Pacific region: minority rights and participatory democracy
Human rights must be guaranteed and democratic procedures have to be well established in order to solve environmental issues and to build a peaceful world. A simplistic view of "democracy", however, can result in majority's control at the expense of the weak; it is often the case that minorities and socially weak groups are alienated from decision making. The Asia-Pacific region is notable for its diversity in ethnicity, religion, culture, social class, gender, family structure and many other aspects. Green agenda must meet this challenge.
In the Diversity Session, we would like to exchange ideas and experiences in which various types of minorities in various parts of the region have so far made success in public awareness raising and empowerment, and change of society in certain cases. We expect to learn each other's ways of effective actions; and we would also like to talk about prospects of a culture of mutual tolerance, in which the social diversities are a valuable asset rather than an obstacle.
